Deactivate Account

We need to be able to deactivate accounts instead of deleting them.

One thing I realized while typing this out was that we should probably delete an officer's respective photo and resume from the Firebase storage in this function to save space so the evil company called Google doesn't start billing us

I worked on this in the past but I couldn't figure out how to do it, but now I'm returning to it because it's probably going to be very important

My idea in the past was to copy an officer's document in Firestore from one collection, then paste that document into a new collection called archived, or whatever name you wanna give it. The reason for this complicity is that Firestore doesn't have a direct function to move one document between collections, so we're just gonna have to cut a document from one collection and paste it into another

Additionally if we do create a new "archived" officers collection, I would like to add parameters to the getOfficers endpoint, where you could do something like:

GET /getOfficers?active=true
GET /getOfficers?active=false
GET /getOfficers (defaults to true)

Just a thought. Would be cool to display only active officers initially on the directory dashboard and then have an option to switch to archived (inactive) officers
