增加assignment板块 相对于problem contest等 是一个全新板块

参考cop论坛老师布置作业的系统:
- 允许老师针对group发布assignment
- 允许group内游客提交文本 老师能够批阅
- 老师能够打分
- 配套的统计查询功能
