This is not a dupe. In #4397 it was mentioned as another license, but that hint wasn't picked up. It is a different license (not much different, but different).

@armijnhemel thanks for reporting this (rather strange) variant of the FUTO license.

New license LicenseRef-scancode-futo-sfl-1.1-kb created in DejaCode enterprise and public. Proprietary Free, non-commercial use only.

The meaning of the "-kb" suffix on the license name is obscure ("knowledge base"? "kilobyte"?) and not explained.
