dynamic risk config misc: getter with refresh config, event when stale config overwritten #638
Description
- Add scenario tests for the above.
- Bring back liquidation scenario tests: https://github.com/aave/aave-v4/pull/405/files#diff-b662a87260f0c36f19178985c1388922c840d7ebf8358d4bc1ca81fec488443eL251-L296
- Emit event when a stale key in overwritten.
- Add getter for users so they can preview their position after the refresh
