SCIM is used in use-cases, where additional information is needed.
In the particular case of entitlement there are use-cases that benefit from a reference to where additional information about the entitlement may be found (i.e. a list of other users with the same entitlement).
SCIM has the convention “$ref”, which may be used for this.
Note that this entry is NOT defined in urn:ietf:params:scim:schemas:core:2.0:User:entitlements.value, but optional extensions seem to be legal (i.e. are not forbidden by RFC 7642 - 7644).
