papermc 1.21.8 plugins are green, but cant do any commands

**Describe the bug**
no command is working nor shows anything in console

1.21.8 papermc

**Additional context**
put in both CMLib latest version and bought Residence and put in latest version. both show up in green when i do /pl but no response with commands from Residence
