Despite what https://scilla.readthedocs.io/en/latest/scilla-in-depth.html#crypto-built-ins says, the "tzil" prefix is not actually supported:

see https://github.com/Zilliqa/Zilliqa/wiki/Address-Standard-(Bech32)#specification;
and there is no trace of tzil support in the Scilla implementation, any prefix other than zil would result in None.
