New Node Notification?

Question regarding the setting for notifications for "newly found nodes".
I currently have that setting enabled, but I'd like for it to only notify if the data for that node has been fully populated.
All of my newly found nodes are incomplete, and are typically the result of being "meshed" by a node in passing, and they eventually drop off without ever populating.
