Generate client spans #5

Right now, we just propagate the context to the server. But we should also be able to emit a client span. This would have two advantages:

We would now get spans even when the servers are not zipkin instrumented
When the servers are instrumented, we will get network time

This will become much easier once Yelp/py_zipkin#13 is done.
