xray-core server and client at once

Hi there, I was trying to set up xray-core as server with v2raya as client on router but they wont work together so idea is making server and client at once.
can't find examples to set xray-core as server and client at once, not sure it's possibly. Can some1 explain this ?
It's already working but 1-by-1 and i cant set it up as server and client, only with different clients.
There scheme how i see it

So i have a 3 points in different countries, main is country1 but i had to move to country2 and i need to use some goverment/country based sites for documents and etc but they blocking any packets from anything instead of country1, so i set up XTLS-reality at router1 based on openwrt and its working nice
Also i need to get connect to sites which blocked in country1 via vps1 for my family, which stay in country1.
So idea is tagging traffic by source(smth like pbr ?) so man1 from lan network behind router1-xray-core will get tag COUNTRY1 and get "direct" connect to country1 sites and "freedom" via vps1 to blocked sites via XXX1 connect
Man2 will connect to router1-xray-core and get tag COUNTRY2 so only trafic to sites on country1 will going via XXX2 connect, selected by geoip/geosite.
Any ideas ?
