Add feature to show what abilities are on site

What problem does this address?

With the release of the Abilities API it would be great to have a way for people to both see what abilities are active on their site and learn from existing ones.

What is your proposed solution?

This would add a feature that can be turned on and off, simply bringing in a section to the admin. In that you can see the abilities and test them. Discussion might be needed as to 'what' can or can't be done and what learning might be wanted from there.

I think the core functionality of that plugin is pretty solid already. My one question for integrating with the AI Experiments plugin would be whether we want to move the top level menu item (and the sub-menu items) within whatever menu item is added for the AI Experiments plugin or allow the Abilities explorer and demo functionalities to exist as they already do in @karmatosed's plugin? @dkotter any strong preference there?

I don't lean strongly one way or the other here. I believe right now, #51 is adding a new settings page under Settings, so it won't be top-level anyway (unless we want to change that). I'd lean towards leaving this as it's own top-level item as I think it's unique/different enough from any settings we'll eventually add to manage the various features this plugin is adding

I'd suggest using DataViews component for such a feature of listing abilities. This would make this page feels more alligned with WordPress UI and features like templates or pages management in the Site Editor.
