Add generated alt text in Edit Media and bulk generate option in Media Library

What problem does this address?

Alt text is critical for accessibility and SEO, but it is often missing due to time and effort. We added alt text generation in #44, but users need an easy, in-context way to generate and review alt text so let's extend what we've done to the Media Library's Edit Media screen and the bulk edit option.

What is your proposed solution?

Edit Media integration:

• Add “Generate alt text” button near the alt text field
• Provide suggested alt text (could consider this with a quick apply and edit flow instead of directly adding to the field)

Bulk option:

• Add a Media Library bulk action: “Generate alt text”
• Process selected items and write suggestions into the alt text field (or store as pending suggestions if we want a review step).

Part of this does already exist.

If you select an image in the Media Library grid view, the modal that opens up has an option to generate alt text:

If you go to the edit screen for that image, there's also an option there:

So I think the missing piece here is the bulk processing

Odd, I tested this last night and wasn't seeing in. Maybe I need to logoff and go touch grass. In any case, yes let's get the bulk edit option in there and that'll wrap up the work here.

@zeus2611 I'm not aware of anyone working on this yet so feel free to pick it up, just noting again that you can already generate alt text in the Media Library but can't do that in bulk yet, so that's the remaining item that needs tackled here
