Remove Disclaimers functionality from Largo

This is being worked on as a separate plugin at https://github.com/INN/disclaimers/.

• keep Disclaimer styles
• Does Disclaimers have any js? nope
• remove meta boxes
• remove options from Theme Options
• provide migration function to move Disclaimers options from Largo's options framework to the general get_options functionality.
