Config builder wizard should include run_as_user

Currently Frontend.run_as_user is set by the deb builder which means the deb config is different than the config file generated

Therefore is a user uses the original config the safety provided by RequireUser() is bypassed (e.g. user add etc), and the permissions of the created files are wrong.

Additionally better error reporting would help to detect such permission issues.
