Bump mypy-strict-kwargs to 2026.8.25

2026.8.20.1 lost the value type behind ``SomeEnum.value`` and reported
decorators such as ``@beartype`` as positional calls.  Both are fixed in
2026.8.25, so the ``ignore_names`` opt-outs added for them are no longer
needed.
