Packrat Wheels + Kerbals = Whee! #128

If an EVA kerbal touches a Packrat wheel, it bounces off into the sunset, like what used to happen in 1.1 and earlier. Not sure why this would be lingering--no other wheels do this anymore. Maybe there's a different wheel module now, and this never got updated?

For me this issue was resolved, when I copied the model.mu file from the roverWheelM1 supplied by Squad over the one in the folder for the PackRat MiniWheel.

I'm assuming the model came from the old original anyway?
if they're the same model, is it possible to just point the mod to the existing stock model instead of adding a whole new copy of exactly the same thing?

It appears this can be done, I created a second wheel to test it out and compare, putting the one pointing to squads wheel model on one side of the packrat and the normal on the other. the new wheel didn't cause fun when walking into it, and I was able to take it off the rover and drop it on the ground without explosions. I'll try do a PR.

By using both wheels on either side in my test above I ensured there was no size difference, since the packrat wheel is smaller than the stock RoveMax M1.
However comparing the cfg files for the packrat and the stock wheel they both appear to have the same scale, where's the scale set?

Somone else double check that my PR hasn't done anything silly before putting this in the release branch, but it looks good on my game.
