Update serial communication to new library

Serial communication needs to be hauled over a bit using a new library with checksumming and implementation of duplicate message elimination

This will improve:

• Serial connections over long ranges with ethernet (which experience some issues in translation)
• Serial connections over radio, which will be used eventually to control the valve cart from afar for hot fire tests
