[Feature] Add additional rubric type

Feature Description
Currently, only quantitative rubric (a checklist of items in a room) is implemented. Project partner express that some holistic style rubric like OSHA and CDC might need to be implemented. Please consult the project partner to check if this requirement is necessary.
