Picky Observers / Watchers #14
Description
Watchers, or "Picky" Observers, are like Observers in the fact that they send a 1 Redstone tick pulse upon a BlockState change. Unlike Observers, however, Watchers will only pulse when they view a particular blockstate (e.g. stage 7 of wheat).
