(Re)process skipped news entries #176

Sometimes, tag processors skip entries. For example, OpenAI processors skip a lot of entries because no API key is found for them.

Initially, such entries were reprocessed periodically, but this functionality was removed while working on gh-170 and gh-175 particularly. Because:

It is not critical/significant functionality;
It complicates the code and architecture a lot.

After architecture settles down, it should be possible to return this functionality in a simpler way.
