[Notice] Placeholder Issue for Towny API Calls Report

This is a placeholder issue to reference the appropriate Towny issue for a weird set of API calls that happen through Towny, which have been reported by 3 different economy providers.

The issue:

• Towny accounts are created through VaultUnlocked when they don't exist on the Towny side.

The why:

• This happens because of a delayed call within Towny and is outside the control of VaultUnlocked.

The impacted:

• This impacts all versions of Towny with VaultUnlocked support currently.

Workarounds:

• The current advised workaround is to check for recent deleteAccount calls for towns/nations, and when the first creation call is called, ignore it. This is very hacky, yes, but it is a way to work around it.
