Icicles sometimes generate floating in the air

Describe the bug
Sometimes when Icicles generate on an ice berg they can float in the air. Appears to be an issue when carvers intersect an icicle patch?

Steps to reproduce the behavior:

1. Seed: -5068820355378320996
2. Go to /execute in minecraft:overworld run tp @s 1075.33 67.18 -58.22 186.60 16.95

Expected behavior
Icicles should not be generating on air blocks at all
