Filter by Assigned To 'Unassigned' returns no results

Empty entries under the 'Assigned To' column are visible, and can be clustered when sorting by clicking on the 'Assigned To' column header, but do not show when Unassigned is chosen as an Assigned To filter. Filtering by named entries (assignee names) works.
