[BUG] Goblin tinkerer stuck underground somewhere where I found him

Apologies for the copy and paste, but this is still an issue:

I did this 6 times, 5 times it worked:

• Built house
• Expected NPC moved in (Guide first, Demolitionist second, nurse 3rd, merchant 4th, dryad 5th)

Then I found Goblin tinkerer in the jungle somewhere, I can no longer find him. Now he never moves in the 6th house I build.

The game does state plus show that he lives in the house.

• I have waited multiple in-game days (many actually) and its been 2 IRL days as well. he never moves in even if house is switched.

This will get fixed later on when we migrate to custom entity code to circumvent chunk loading restrictions altogether.
