理论上可以使用ForgeConfigSpec.Builder.translation方法添加可被本地化的注释。问题在于Forge并没有真正实现这个问题，应该是因为生成配置文件时，翻译还没被加载。

那个方法我感觉是留给可视化配置界面用的，然而……并没有多少人实现这个东西。大部分 Mod 的配置文件也没有这样的 功能，JEI、林业是两个比较典型的例外。
