[1.15.2] Some spells work in spectator mode

Hello,

On my server I have a PVE arena where players fight waves of monsters. There is also a "spectator mode" option for people who would like to watch the fight.

One of my users who was in spectator mode, pointed out that their Druid AOE spells still works (like earthquake) and they can damage the mobs.

Is it possible to make all spells disabled during gamemode=spectator ?
