Hey, thanks for your PR.

Technical info:
Set settings are overwritten by constants.typoscript.
That means constants.typoscript must not be loaded in sets.

FYI:
We will probably not support sys_template and sets within the same version but branch a separate v14 (which will support TYPO3 v13 and upcoming v14) and we'll support site sets-only with that release, as we also need to adapt the blog-wizard and do not want to ship different blog-creators for v12 and v13, with and without sets.
I'm already working on that in https://github.com/bnf/blog/tree/v14
