gsw_ice_fraction_to_freeze_seawater - has unnecesssary calls to ct_freezing/t_freezing #2

gsw_ice_fraction_to_freeze_seawater makes calls to ct_freezinbg/t_freezing to check the input values of ct and t_ih, but the argument checking code is commented out. Are these calls and checks required?

Re-inserted error-checking code as per current Matlab version.

The issue of super-frozen water will be looked at in #3
