Create GitHub Project Submission Form and add Projects page to 'Activities' Menu

Currently the TEI Projects page is linked to from the Activities -> Summary page and not many other places. I propose that we should:

1. Add the Projects page to the Activities menu so it is visible

2. Currently the form for submitting new projects is a Google Form which doesn't seem to either get many responses or be actively monitored. Either that should change or we should design a template (or something) for submitting a GitHub issue which prompts users to fill in all the required information.

I can do number 1, but wanted to check for objections. I don't entirely know the best way to do number 2 so wanted to ask for suggestions.

The big problem with this list of projects is that it mixes indiscriminately currently active projects and ones that have long since gone to join the choir invisible. This just confirms the impression that the TEI is seriously out of date. If any work is to be invested in this list, I fear it should rather take the form of (a) checking that each URL listed is currently accessible (b) trying to determine when it was last updated. These data should then be included in the new listing. I am not saying that dead sites should be removed btw, just that they should be marked as such.

+1 for the use of a GitHub issue (and issue forms in particular).

I would also suggest that the projects list should probably be an aggregated resource with each project their own file (which should make adding, updating, listing, etc straightforward).
