`<q>` should be a member of att.typed

For some reason, the <q> element is not a member of att.typed, but it defines its own local @type attribute. I can't see any reason for this, and I can't find any discussion on tickets suggesting why it might be the case, so it's possible it was just missed during the campaign to bring together @type instances under the class. I think it would make sense to add it to the class, and that would have the added benefit of bringing @subtype with it.

I do not understand why this issue is labelled NEEDS DISCUSSION and TEI: ODD. It has nothing to do with the ODD language, and my instinct is it does not need discussion, the corresponding PR should just be merged. But @martindholmes may have had a reason.

I think it needed discussion because it hadn't had any, and people have strong opinions about att.typed. I don't think I intended to label it with ODD.
