Login button covered by the jumbotron in certain responsive views

Describe the bug
The splash page jumbotron covers to Login button.

To Reproduce

1. Go to https://library.tamu.edu/cap/
2. Change window size to 990px
3. See error

Expected behavior
The jumbotron not to overlap the login button.
