Add safety lights to robot

A) so it looks really cool for if/when we make the synthwave edit
B) so we can test the safety lights part of the Feeler code

so this would be like maybe finishing the CAD model, throwing in something that looks like an LED strip, and then adding Unity lights to it, maybe a slider for brightness? a toggle for whether they're publisher-controlled or not? and then add a subscriber so we can listen for SafetyLights messages
