[OrgGov v0] Link model, adapter, tool, dataset, eval, and revocation receipts to work orders

Purpose

Make model/tool/data use inspectable inside the Organization Governance Control Plane.

The control plane must show which model, adapter, provider, tool, dataset, eval, and promotion posture affected a human-agent work outcome.

Scope

Add or document OrgGov bindings for:

• work order references;
• workroom references;
• actor/session references;
• model/provider route receipts;
• adapter/factsheet references;
• dataset/context-pack boundaries;
• eval/promotion posture;
• output hash/reference;
• rollback/revocation posture;
• consent/data-boundary references where personal or sensitive context is used.

Acceptance criteria

• A golden example links a work order to model/tool/data/eval evidence.
• Example does not store raw private prompts, secrets, or credentials.
• Revocation semantics are explicit.
• Docs explain how the ledger connects to AgentPlane, Policy Fabric, Agent Registry, and Delivery Excellence.
• Validation exists for the example or schema.

Non-goals

• Do not run training jobs from this repo.
• Do not make this repo the agent execution plane.
• Do not promote any model/tool without evidence and approval semantics.
