Double tall flowers not dropping item if broken from upper half

Issue description

Tall flowers such as peony, sunflower, lilac do not drop their respective item when broken from their upper half block. Works as intended if broken from the lower half block.

I would assume other tall plants may also be effected by this, those that don't drop without shears but may drop seeds. I only tested with peony.
