Horizontal Scroll

What steps will reproduce the problem?
1. Open a webpage on IE lt 9, like IE 8
2. Resize the browser to a lower size
3. An horizontal scroll appears, but the content doesnt overflow

What is the expected output? What do you see instead?
There shouldnt be a horizontal scroll. 


What version of the product are you using? On what operating system?


Please provide any additional information below.
If you open the same webpage in a smaller screen, and you refresh the webpage, 
everything goes right. But the problem is when you resize the window.
