As part of ensuring full-stack operation and also giving wallets a tool to interactively experiment / test stake delegation mechanics, we will publish a command line tool that can delegate/undelegate stake and claim rewards.

Because this requires portions of wallet functionality, one plausible possibility is that it's a fork of a pre-existing production-quality command line wallet tool.

This tool should also work on Mainnet after activation, but we should caution end-users away from it. It is a testing, validation, development tool.
