Establish iterative ZIP refinement process for full deployment.

We want to have draft ZIP(s) that we continually improve as early as possible in the process. Once we have a regular dependable update cadence to those draft ZIPs, we've achieved the goal of this ticket. This should be during the early prototyping phase and well before we begin productionizing, specifying, or analyzing the full protocol, implementation, or deployment.

We may realize we need additional ZIPs as we proceed, but this ticket is aimed at the iterative process of updating all of our relevant ZIP drafts.
