[Seed File] Updates

Need to make updates to the side file to add the user data.

Current Behavior:

• When the rails db:seed execute it adds the comment data and the UI is:
  
• As you can see in the image above, the From is empty there is no user name

Accepted Behavior:

• We need to update the seed file to add the user to the comment so that the user information is also displayed.

• This issue is blocked by the issue
