Dynamic Profile Parameters are reset after System Restart if not persisted in the Profile Configuration

Issue description

The steps performed in 1. are lost, when the ABAP system is restarted. It would make sense to add a step to set the profile parameter login/certificate_mapping_rulebased in RZ10 as well.
