Include ChangeLog in GH releases

• May need to replace the GH Release artifacts (vsix) upload tool, to one that can update a release.
  • If GHR does not suffice we may need to try: https://github.com/github-release/github-release
• Also need to ensure operation on GH releases run in the correct order.

Looks like there is no API to obtain the body of the CHANGELOG.
perhaps we can extract via APIs and pass to the GHR tool:
