[ENHANCEMENT] Add privacy settings for current time and timezone in context

Current time and timezone information are automatically included in every request context, which may compromise user privacy by revealing their location and time zone to AI providers. Related to #7221.

Users should have granular control over information sent in request context, with the ability to:

• Include/exclude current time from requests
• Include/exclude timezone information (only when current time is enabled)
• Maintain time awareness for AI when needed, while preserving privacy by default

I've opened PR #8733 with an implementation that addresses this issue: #8733

The implementation adds privacy settings to control whether current time and timezone information is included in AI request contexts. The settings default to true for backward compatibility.

Currently there are 2 CI failures that need to be addressed:

• Translation check: The new privacy settings need to be translated to all 18 supported locales
• Integration test: Needs investigation

The core implementation is complete with full test coverage. The translations would need to be added for all locales or the translation check could be temporarily bypassed pending proper translations.
