We should never run strapi in production.

There is no strapi "security concern" per se - since it should only be ran locally during development and site gen.

We can use the default user with no permissions, this will make INITIALIZE_DATA a lot more streamlined (less bloated security / perm code).

Let's remove the users and permissions plugin (if at all possible).
