Display last requested time in MyList #350

In order to cut down on the number of duplicate requests, we should display the last requested time for an item in a user's list.
Describe the solution you'd like
When a user has submitted an item before, display the date on which that item was last requested.
Additional context
In order to do this, we'll likely need an updated Aeon API so we can check what things a user has submitted. It will also require DIMES having some awareness of a user, so may require separating authentication from Aeon.
