Cloud layers overhaul

There's a setting in the mod for cloud layers, but currently all it does is copy the cloud layer up by some amount, X amount of times. It would be cool to see something similar to the mod Cloud Layers by pymsrps, allowing the different layers to have configurable properties.

The edits this mod does to clouds also has issues with other mods.

#61 would solve this, but has yet to be merged.
