Remove Feature Flag from `/profile` page

Issue Description

The /profile page is currently restricted with the dev feature flag. As the page has passed recent testing, it can now be made available to all users.

Expected Behavior

Page should be available publicly without dev feature flag.

Current Behavior

Profile Page requires dev feature flag for access.
