Remove Feature Flag from `/notifications` page

Issue Description

The /notifications page is currently gated behind the dev feature flag and should become fully available as testing is complete.

Expected Behavior

Page should be available regardless of feature flag state.

Current Behavior

Notifications Page is behind the dev feature flag.
