Remove Feature Flag from `/new-signup` page

Issue Description

The /new-signup page for new user registration is currently protected by the dev feature flag. It is now stable enough for the feature flag to be removed.

Expected Behavior

Page should be accessible by everyone, without any feature flag.

Current Behavior

New Signup Page is only available with the dev feature flag.
