Remove Feature Flag from `/identity` page

Issue Description

The /identity page for user identity is currently protected by the dev feature flag. The page has been tested sufficiently and the feature flag can now be removed.

Expected Behavior

Page should be publicly accessible without requiring a feature flag.

Current Behavior

Identity Page is only accessible with the dev feature flag.
