Remove Feature Flag from `/discord` page

Issue Description

The /discord page for Discord join/login is behind the dev feature flag. It has been active and tested for a few weeks and is ready for the feature flag to be removed.

Expected Behavior

Page should be available without the feature flag.

Current Behavior

Discord Page is accessible only with the dev feature flag.
