Feature: Update functionality for New-Signup Flow with Role Selection #1104

Overview
Update New-signup page for allowing Role selection to new users and create new Role page to allow existing users to select a role
Requirements
- Role Based Login has been added added to backend (Refer issue)
- Update the New-Signup Flow in the frontend to allow latest changes
- Allow for the selection of a role for new users with incompleteUserDetails=true to new users of RDS
- Create a separate ROLES page for existing users to select a role, this page will be accessible only for users with incompleteUserDetails=false and no role present
- NO UI changes will be made for now, existing UI will be reused with minor fixes for the new ROLE page also and for the existing new-signup flow pages also
